Who SHOULD be Punished?

Over the past few days, I have sat back and listened to the rant from politicians' mouths about the outbreak on the Northern Beaches.
I struggle to understand why so much of this rhetoric is reminding people that they will be fined if they breach quarantine laws, and yet I have searched high and low and am unable to find any reference to these two who started all of this being fined.
Are they telling us that it is not okay for us to enter or leave the Northern Beaches, it is not okay for people now in lockdown to go out on the Northern Beaches, and if they do, they will be fined?
However, it IS okay for those first two, a man in his 70's and a woman in her 60's, to get tested, and NOT quarantine, while they did as they pleased, sharing what turned out to be a positive result with dozens of others?
How can that be?
Slap them with an $11000.00 fine or 6 months gaol, as the law allows for, and then see how many others try to break the law. Something tells me not many will once they have seen the law used to its full extent.
Why is it that we allow people to make stupid, selfish decisions and not punish them for it? It is not like they did not understand. This was a deliberate act of disobedience, yet no punishment.
Thousands of people are now punished by being locked down in the Northern Beaches, travel plans ruined, NSW once again locked out of every other state.
The cost to small businesses who take these passengers to the airport who have had every booking canceled as a result of this, airlines, accommodation, hospitality, etc., the list goes on and on, it has to be millions of dollars damage done by what one can only assume is the arrogant and elitist attitude of those who refused to follow the simplest of rules.
What makes them above the law? What is preventing the law from taking action against them?
Why does everyone else have to pay the price for what these buffoons have done, and they get off scot-free. At the very least, name and shame them, make THEM the focus of conversation around the next virtual dinner party.
It is time that NSW took action against those who cause this type of grief.
Can someone please tell me why Air Crews were not ever under guard? What makes anyone think they are trustworthy? They are people, they represent society, and society has good and bad, rule followers and those who are not. Why would anyone think it to be anything different?
Finally, a dozen or so were fined, but they were not the cause, according to articles I have been reading. Yes, they deserved a fine. Why does that mean the couple on the Northern Beaches do not?
Double standards…………..again? Perhaps they sit at the expensive seats at the fundraising table?
I have been a huge supporter of the Berejiklian Government through this, even though they have murdered the industry I am in, but I am starting to lose my patience with them of late. Is it not time the people doing WRONG are punished, and not those trying to get on with their lives?
